AT KAUNAS  TERMINAL (Biruliškių str. 18A)

FIRST AID IN CASE OF CHEMICAL POISONING

Inhaling chemical fumes irritates the mucous membranes of the nose and throat, causes dizziness, headaches and blurred vision. The victim who inhaled chemical fumes should be taken out into fresh air immediately and given first aid. If unconscious, lay the victim down, monitor their breathing and heart rate. If the person is not breathing, provide artificial respiration. If necessary, perform a heart massage on the victim. If symptoms persist, call a doctor as soon as possible.

First aid in case of contact with skin: Remove contaminated clothing and wash the skin thoroughly with soap and water. If your skin is red or painful to touch, seek medical attention. If symptoms of frostbite are felt or visible (in case of exposure to LPG), bandage the affected area with a sterile dressing and seek medical attention.

First aid in case of contact with eyes: flush eyes with water while keeping them wide open (also wash areas under eyelids). Seek medical attention if redness or pain occurs.

First aid in case of ingestion: Rinse mouth thoroughly with water. Ingestion of larger quantities is unlikely, except in deliberate cases. If this happens, do not try to induce vomiting and seek medical advice.

READINESS FOR ACCIDENT PREVENTION AND LIQUIDATION OF CONSEQUENCES

In order to prevent accidents that may cause immediate or delayed danger to the population and the environment, UAB “Okseta” takes care of the preparation of technical measures, organises training of employees and exercises for employees, emergency services and Kaunas city special services. In accordance with the internal emergency plan of the Kaunas oil products terminal, the company’s forces and Kaunas city special services will be employed to deal with the consequences of accidents if they take place.

HAZARDOUS SUBSTANCES STORED AT KAUNAS TERMINAL

  1. Gas. Automotive LPG is a mixture of C2, C3, C4 hydrocarbons. Inhaled hydrocarbons act like drugs on the human body, causing nervous and cardiac problems, irritation to the respiratory tract and eyes. Inhalation of high concentrations of gases can cause unconsciousness or suffocation due to lack of oxygen, even for a short period of time. Liquefied gases can cause frostbite if they get on the skin or in the eyes due to intense evaporation. When they burn, they release carbon monoxide, nitrogen oxides and saturated hydrocarbons.
  2. Petrol. Petrol vapours irritate the skin, eyes and respiratory system. The liquid product can cause irritation to the eyes and skin. Petrol can contain up to 1% benzene by volume, which is classified as a category 2 carcinogen, therefore, long-term exposure can cause cancer, anaemia, leukaemia and other diseases. Inhalation of product vapours may cause drowsiness and dizziness. The combustion of petrol produces carbon monoxide, nitrogen oxides, saturated hydrocarbons and sulphur oxides.
  3. Diesel. Diesel vapours irritate the respiratory system. Inhalation of large amounts of diesel vapours can lead to chemical poisoning. Diesel can contain significant amounts of polycyclic aromatic hydrocarbons (up to 11 % by weight). Experimental studies have shown that some of these hydrocarbons can cause cancer. Prolonged and repeated exposure to diesel causes dry and cracked skin. Diesel combustion produces carbon monoxide, nitrogen oxides, saturated hydrocarbons and sulphur oxides.
  4. Denatured/dehydrated ethyl alcohol (96 %) with unleaded petrol (4 %). This clear, colourless mixture is stable at standard natural temperatures, but at high temperatures the vapour (heavier than air) can ignite and explode from an open flame or spark. Partial decomposition produces smoke, carbon monoxide and dioxide and other harmful gases. The mixture is irritating to mucous membranes and the respiratory tract and causes respiratory and central nervous system disorders. The combustion products of ethyl alcohol are 30% less toxic than petrol.

IN CASE OF FIRE OR EXPLOSION AT KAUNAS TERMINAL

Surrounding population is warned about the emergency situation by the personnel of UAB “Okseta” Kaunas NPT. The evacuation is being carried out by special services. The following means are used to warn and inform the surrounding population of the risk and the necessary actions:

  • an audible siren is activated;
  • people are informed by phone;
  • people are informed by public police crews;
  • car loudspeakers (messengers) are used.

POSSIBLE ACCIDENTS AND ACTIONS THAT SHOULD BE TAKEN BY NEARBY RESIDENTS

Possible accidents at a hazardous facility include spills of petroleum products, leaks of liquefied gases, explosion or flare-up of gas-air mixtures, explosion and fire. The aftermath of an explosion can lead to a chain reaction of accidents. In case of fire, due to large emissions of smoke on the territory and leakage of combustion products hazardous to health to the environment, it is recommended to:

  • If you notice a fire and/or hear an explosion, call the general emergency number 112 immediately;
  • find out the extent of the risk, for that purpose, call +370 37400210;
  • if you smell burning oil products in your apartment (house, office) close down windows and vents tightly, cover doorways and ventilation openings with damp rags;
  • if you feel that smoke continues to permeate the room, leave the building.

Hazardous chemicals and their combustion products are highly irritating to the respiratory tract, the mucous membranes of the eyes and the skin, so it is essential that these parts of the body are protected:

  • cover your mouth and nose with a wet handkerchief, scarf or other cloth, wear a gas mask or respirator if you have one or a wet gauze over your mouth and nose, and leave the smoke-covered area immediately;
  • Walk perpendicular to the wind to a safe and smoke-free location, avoiding lower altitude areas;
  • If you are notified or instructed to evacuate, follow all instructions immediately.

EVACUATION

  • when you leave your home, turn off the gas, electrical and heating appliances, and take care of pets;

“Okseta” started its operations at the Kėdainiai terminal at Žibuoklių str. 22 since 2018.

The Kėdainiai terminal is a hazardous facility subject to the requirements of the provisions of the Regulations on the Prevention, Elimination and Investigation of Industrial Accidents, according to which a notification of the hazardous facility and a safety report on it are submitted to the competent authority.

EMERGENCIES AND THEIR CONSEQUENCES

An emergency is a situation arising from natural, technical, social or military causes and entailing extreme and sudden danger to nature, human life, health or property.

Fires: these occur in the event of major technological accidents in companies, transport, adverse natural conditions (droughts, forest fires), human error, etc. Fire hazards include combustible materials, electrical appliances, cigarette butts, etc.

An explosion is a phenomenon in which a combustion, chemical or nuclear reaction, electrical discharge or physical transformation of a substance occurs in a relatively small volume and a large amount of heat is released.

Accidents are disruptions to water, heat, gas and electricity supplies. Accidents occur due to technological causes (vibration, friction, temperature, pressure fluctuations, etc.), after the equipment has reached the end of its safe operating life (rust, corrosion, leakage), transport accidents (non-compliance with the safe speed limit, meteorological conditions), and natural influences (high humidity, heavy rainfall, strong winds, etc.).

Main effects:

  • disruption to people’s activities and rhythms of life;
  • damage to human health, deaths;
  • material losses.

CIVIL PROTECTION SIGNALS 

In the event of an emergency, it is important to inform the population as soon as possible about the threat. To this end, Lithuania has developed a warning and information system for the population and the governance elements, which includes:

  • electric siren – signal “Attention all!” for the transmission of the “Alert!” signal (audible radius of the signal is 1 km);
  • public and commercial radio, TV and other media;
  • cars with sound amplification equipment (megaphones – 300-500 m audible signal diameter);
  • the use of audible alarms by economic operators;
  • vehicle sound-signalling devices;
  • telephone and radio communications;
  • messengers.

ATTENTION TO ALL! This is the main audible civil protection warning signal transmitted by the sirens of centrally controlled or locally controlled undertakings, ships, steam locomotives, special service vehicles audible-signal measures. It draws people’s attention to the fact that an emergency situation has arisen and that they must turn on the radio or TV (LRT channel) as soon as possible, as a specific civil protection alert and a verbal announcement of the situation will be transmitted through the mass media. This signal can be issued in the event of any threat.

The personnel of the JSC “Baltic Petroleum” oil terminal are responsible for alerting the surrounding population about the emergency situation. The evacuation is being carried out by special services. Nearby residents and businesses are alerted and informed of the danger and the necessary actions:

  • by activated audio signals;
  • people are informed by phone;
  • via messengers.

ACTIONS BY NEARBY RESIDENTS 

  • if you notice a fire and/or hear an explosion, call the fire safety number 112 immediately;
  • to find out the extent of the risk, call the Marijampolė terminal at +370 620 19384;
  • evacuate to a safer place if you are on the downwind side.

If residents are asked to move away from dangerously contaminated areas, they should:

  • immediately put on a gas mask or a cotton-gauze bandana or towel moistened with water or a solution of baking soda or citric acid;
  • wear protective clothing (various synthetic jackets, raincoats, coats);
  • wear shoes, gloves, a hat and a scarf around their necks;
  • leave the contaminated area as soon as possible in a direction perpendicular to the wind direction, avoiding lower altitude areas;
  • when leaving home, turn off the gas, electrical and heating appliances, lock the apartment and take care of your animals (pets);
  • under no circumstances should people take shelter in cellars, pits or trenches, as these are more likely to accumulate toxic substances;
  • if you cannot leave the contaminated area, you must close windows and doors, vents, dampers, air vents, plug cracks, etc. tightly when you stay at home. Warn the rest of your neighbours.
  • evacuation is performed in the event of a severe contamination zone. This will be communicated to the residents.

In May 2023, a planned inspection of the hazardous facility was carried out.
